OF AZERBAIJAN RISING PARTY
Dozens of political parties and hundreds of non-governmental organizations have been established in Azerbaijan to form democratic institutions and solve the problems of the society. However, the ideological gap in the country does not allow many citizens to express their political views at the desired level. A bright generation with a new mentality is already growing up in Azerbaijan. We believe that a new ideological and political organization, a new breath is needed, taking into account the requirements of the changing age, remaining faithful to the positive traditions formed in the political space of Azerbaijan.
The main ideological principles of the Azerbaijan Rising Party, which unites the views and intentions of active socio-political figures of country with a high political consciousness, center-right, democratic principles, are as follows:
Each new state gets strength and develops from the unity and equality of citizens. That is, the state means the unity of citizens. In our time, when liberal values are rampant, it is normal for citizens to be bound by different values. Only the citizens of the emerging states must learn to systematically live different values along one line. That is, loyalty to the motherland, the state, the nation and disinterested service should be the main line. This is called Civic Nationalism.
Citizens of the country should not feel themselves like a subordinate of the monarchy. To do this, they must both decide on the formation of government structures and retain control. In this sense, elections are the best way for citizens to express their will. Elections are a mirror of the main political, social and ideological division of the people. The most prominent place for such a division is the parliament. The experience of the parliamentary republics of advanced countries is seen as the best way for Azerbaijan. An integral part of this regime is the proportional electoral format. The irreversibility of democratic reforms in Azerbaijan depends on this principle of governance.
The main pillar of states is justice. Justice should not be understood only in terms of crime and punishment. Justice is, above all, a correct understanding of the equality of opportunities. Equality of opportunity does not mean the same of the submitted ones. Not every citizen has the same "starting position" and potential, too. Therefore, justice is, above all, the creation of conditions for each category of citizens in accordance with their health, financial situation, mental and physical potential and social courage. If this way of thinking, which we see as a principle of social justice, prevails, the gap between the social classes in society will soon disappear.
The historical richness of any nation consists of the shades of its religious, cultural, ethnic and other centuries-old national portrait. Azerbaijan is not a monocultural country in every sense, but a multicultural country. One of the main conditions for preserving the bonds of political ideas between generations is the preservation of cultural bonds. In a broad sense, cultural heritage must be protected and developed by the state. However, the state's activity on this issue alone is not enough. Society itself must be the bearer and guardian of this heritage. This principle, which we propose as social conservatism, is one of the key factors for our future generations to be educated within the framework of civic nationalism.
The principle of secularism emerged as a result of bitter experiences in the history of nations. Those who used religion as tool for the politics even hid the positive attitude towards scientific progress in their religions and propagated superstition in the name of religion in order to raise completely ignorant and careless generations. At a time when the positive sciences were declining and superstitious beliefs were flourishing, ignorance led to diseaces, destruction, and injustice, and millions of people died. The system of belief must be separate from politics so that these events do not take place and no one engages in religious trade between the creator and the created one. The task of the state should be to ensure the conditions of freedom of conscience for every believer.
A number of nations of the world are known as divided and separated nations. However, among these peoples, it can be said that only the Azerbaijani people are known as a nation divided into 4-5 parts, not two or three. This disintegration took place, on the one hand, with the exile of a part of our people far from their historical homeland, and, on the other hand, with the occupation of various parts of that historical homeland by aggressive neighbors. Our people have never forgotten and will never forget those lands. He did not gift them or will gift them to anyone. Thus, any political force must accept and declare the principle of irredentism as one of its political principles. Because this principle is not just the principle of a political group or movement, but the principle of Azerbaijanis around the world, regardless of where they live.
MAIN ITEMS OF URGENT ACTIONS.
The Azerbaijan Rising Party intends to achieve urgent reforms in the near future, bringing together all the forces of society and the state for the development of our country. These actions are the main program items of the Rising Party, as well as a roadmap for Azerbaijan to pass as soon as possible in the historical perspective. Thus, although the proposed Program items are to be implemented in the near future, they are long-term in terms of impact and sustainability. In other words, our country must begin these reforms as soon as possible, but for a long time to improve these actions and continue their implementation. The items in this set of measures, which we call the “National Rising Plan”, are as follows.
The cornerstone of any democratic society, figuratively speaking, is the free human factor. The free human model can be understood differently by many. We believe that the free human model that Azerbaijan needs is, above all, a person with alternatives to free choice. These alternatives must be presented to him/her by society. When we say society, we mean individuals, as well as public and private institutions.
In order to build such a society-individual relationship, we envisage the following:
1 - to ensure the teaching of civic education in the secondary and higher education system, free from dogmas and prejudices;
2 - to achieve simplification of procedures in the media sector, especially for the opening of new TV channels;
3 - to ban the propaganda, advertising and teaching of many ideologies that are a continuation of the anti-democratic heritage;
4 - to achieve the improvement of relevant legislation so that people can easily form alliances around common interests and goals;
5 - to ensure the construction of high-speed (fiber-optic) Internet lines in all areas of the country;
6 - to translate the literature promoting democratic values in foreign languages into our language as soon as possible and to teach it as a compulsory subject in all faculties of universities.
Traces of the totalitarian system are still felt in our society. The most important thing to erase these traces is to offer all the attributes of a democratic system to society. But after that one can expect democratic thinking and behavior from every member of society.
Based on the millennial tradition of statehood of our people, we can say that the field of nation-building is one of the main activities of each political party to preserve our independence. If a country does not have protected borders, it is not worth talking about any political activity within it. Therefore, every citizen must work to ensure the strengthening and development of his/her state, must be constantly active.
The main direction of this activity is to protect the state we have built together from falling into the hands of foreign elements and anti-national forces. In the society we dream of and strive for, the main innovations in this area will be:
1 - preference will be given to professionals with national spirit and consciousness;
2 - more time will be spent on teaching the spiritual heritage of our people;
3 - civil service and military service will be raised to the level of national honor;
4 - education in a foreign language (excluding private ones) will be stopped in order to strengthen education in our language;
5 - those who do not know the state language will not be allowed to work in state structures;
6 - The production of films covering the history of the National Liberation Movement and the writing of books will be encouraged;
7 - The spread of ideas alien to national thought on radio and television channels will be prevented.
Of course, in order to achieve these goals, it would be better to resort to propaganda and agitation methods, rather than the method of prohibitions and restrictions. The society must understand and comprehend that the prejudice of national statehood originates from every national-minded person, and stay away from political and ideological currents that are alien to our nation as much as possible.
If we want political relations to take place mainly between parties that are legal entities, then, first of all, we must improve the Law on Political Parties in a more progressive way. Innovations must be introduced in every field, from the establishment and financing of parties, from collegial management to the formation of blocs of unions, to the full opening of national television channels to free cooperation with foreign political forces.
Another issue is representation in the country's central and local elected bodies. Harmful traditions such as free elections, the abolition of the one-party monopoly, and the imitation of democracy must be stopped. The business world should not be persecuted for being represented in political parties. The material resources of the parties should not be drowned out by fabricated excuses.
Therefore, the main measures to be taken in domestic policy are as follows:
1 - to ensure the freedom of the courts and to support free advocacy;
2 - to improve the activities of election commissions to ensure transparent and fair elections;
3 - to appoint staff to the main positions of public administration bodies only by examination and to cancel the final stage of the interview;
4 - gradual transition from presidential to parliamentary rule;
5 - to achieve the use of the proportional system in parliamentary elections;
6 - to strengthen public control over the activities of law enforcement agencies.
These measures must be implemented in a comprehensive manner, and if necessary, we must not hesitate to go to the referendum to change the Constitution.
In the developed countries of the modern age, the main burden in governance is borne by the central authorities and transferred to local self-government bodies. However, this process is successful in states with strong local community fanaticism. Unfortunately, as a nation, we have not had much success in the issue of local community solidarity. However, some issues are already being developed, and new steps can be taken based on these issues.
One and the first of such issues is the holding of municipal elections. The second is the increase in the number of people who want the parties to spend the night on the ground. The third and most important issue is the growing number of local community programs and public associations.
All this and such issues, of course, is not enough. First of all, the following innovations should be implemented:
1 - the amount and volume of state grants for local community programs should be increased;
2 - propaganda that party lists are a more progressive method during municipal elections should be expanded;
3 - municipal chairmen should be elected directly;
4 - restrictions on the cooperation of municipalities with international organizations should be removed;
5 - allocations from the central budget to local budgets and municipalities should be increased;
6 - the list of commercially important works on the economic activity of municipalities should be expanded;
7 - the number of schools, TV channels, enterprises connected with municipalities should be increased;
8 - a number of functions and powers of local executive authorities should be transferred only to municipalities.
Thus, the development of municipalities on many parameters will eventually strengthen the tendency of people to local government, and many issues will be resolved in such places.
The basis of the Azerbaijani economy is the exploitation, processing, diversification and sale of energy carriers. On the one hand, this sector, which provided the country with large investments and oil money in a short period of time, on the other hand, led to the underdevelopment of other non-oil sectors of the economy. The current economic downturn in the world, the slowdown in growth, the increase in supply in the energy market have led to lower prices. Therefore, it is important to take a number of measures to ensure our economic security:
1 - providing interest-free loans to businessmen wishing to operate in the non-oil sector;
2 - increasing the number of free economic zones and the range of activities;
3 - bringing customs tariffs to a logical and rational level;
4 - assistance in marketing strategy and franchising of national brands at the state level;
5 - organization of traditional Investment and Trade Forums, economic summits in each region;
6 - establishment of high-tech parks together with foreign investors;
7 - to bring the activities of economic courts in line with the standards of the most advanced countries;
8 - we must ensure the elimination of monopolies in banking and finance.
In this regard, it is necessary to review the relationship between employers and employees and find solutions that are in the common interest of both parties. The establishment and promotion of free trade unions is one of the most important issues, both in this area and in building a democratic society.
The natural conditions of our country allow us not only to provide ourselves with basic agricultural products, but also to become a leader in the export of several products to many foreign countries. In terms of olive growing, hazelnut growing, pomegranate growing and citrus, Azerbaijan is one of the few countries in the world that has all of them at the same time. However, none of these areas has the potential of even one-fifth. This shortcoming is also observed in all other areas. So, in our agrarian policy, first of all, we must follow the advantages given to us by nature, stay away from harmful areas such as cotton growing and tobacco growing.
Given that food security is an integral and most important part of the overall security of our state and our people, then a strategy in this area should be defined. Thus, the work we will do in this area is as follows:
1 - we must increase subsidies to agriculture;
2 - we must complete the transition from extensive to intensive methods in all areas;
3 - we must ensure the mass construction of greenhouses with technology in accordance with world standards;
4 - we must bring the processing industry to the largest scale;
5 - we must materially promote the export of agricultural products;
6 - we must send young people to foreign educational institutions at the expense of the state to train specialists with higher and secondary education;
7 - we must promote the establishment of large farms, for this purpose we must support small and medium entrepreneurs and producers working in the agricultural sector to operate in cooperatives;
8 - the population of agrarian regions should be supported from the central budget on all issues, living standards in villages and settlements should be brought as close as possible to those in cities;
9 - We must use community programs for the development of ecotourism to raise the financial situation of the rural population to a higher level.
Of course, the economic, agrarian and development sectors have a common strategic line: Azerbaijan must gradually reduce the share of the agrarian population, and instead increase the share of people working in industry and living in cities. The formula for being a leading country in today's conditions goes beyond this. In this sense, the goal of our agrarian policy is to prevent the impoverishment of the rural population, and at the same time to ensure the creation of new industrial enterprises.
There are two main elements of the social sphere: social protection and social justice. Although they cover very different areas in some areas, in any case, both are key areas of social policy. We can summarize the solutions to the problems in these areas as follows:
1 - the retirement age must be lowered because it is too high;
2 - maternity benefits should be facilitated and increased;
3 - the amount of unemployment benefits must be at least the minimum wage;
4 - the health insurance system of all citizens should be launched as soon as possible;
5 - "family doctor" system should be established;
6 - at least half of the amount paid by civil servants, teachers and health workers themselves and their family members for medicines must be covered by insurance or the state budget;
7 - the difference between social classes should be regulated through the luxury tax;
8 - privileges of servicemen, families of martyrs, war participants should be provided in all areas;
9 - all education and health workers must receive civil service status.
Social justice is the most important issue, both politically and legally. To ensure this the rights of the working class and the taxpayer should not be neglected. A five-day work week, double pay for overtime, and steady and legally regulated secured career advancement are all issues that need to be addressed.
We are not mistaken in saying that illiteracy is the root of all problems. For this reason, whether secondary, vocational or higher education - all must serve one purpose: to eradicate illiteracy. Our philosophy of education is that the representative of any field should be a professional. For this, the education and training process must be built on both theoretical and practical foundations.
The increase in paid education in state-owned educational institutions from year to year is not a positive thing. On the one hand, education in a foreign language in schools financed from the state budget is unacceptable. The ongoing confusion in our education must end. However, if the following steps are taken, we can achieve the nationality and high level of our education:
1 - in educational institutions financed from the budget, education should be provided only in our state language;
2 - should be transferred to a free university system and have their own internal leadership choice;
3 - the authority to award high scientific titles should be obtained from ANAS and recognized by universities;
4 - educational programs at the expense of the state abroad should be continued in a very broad and long-term manner;
5 - the procedure for opening branches of foreign universities and establishing local educational centers in Azerbaijan should be simplified;
6 - a campaign should be organized for implementing in Azerbaijan of widely used scientific grant programs in the world;
7 - homework format should be abandoned in secondary education.
In a similar way, we can put an end to memorization, plagiarism, unfair assessment, and competition in education. If we want to put an end to corruption in education, this will be possible only by increasing the social and material security of free-thinking educators and bringing the teaching profession to a respectable level.
Until now, the main goal of our state's foreign policy has been to establish our territorial integrity. With the return of our occupied lands, this issue has slowed down, but still remains the main line. Thus, each of us must continue to work to ensure compensation for the damage caused to us by the Armenians. However, at the same time, several issues have become more relevant now, and these issues should be understood as strategic lines of our foreign policy:
1 - establishment of a military-political union or bloc between Azerbaijan and Turkey as soon as possible;
2 - representation of other allied countries in this union, especially the countries of the Turkic World;
3 - increase of intensive work with our compatriots living abroad;
4 - establishment of the World Forum "Friends of Azerbaijan" and establishment of offices around the world;
5 - promotion of national-minded personnel in our diplomatic corps;
6 - recognition of concessions to our strategic allies in the field of foreign trade;
7 - opening of AZERNEWS TV channel broadcasting in several languages;
8 - activities for the recognition of Turkish as one of the official languages of the United Nations must be ensured.
Although Azerbaijan as a state cannot bring the issue of the South to the world agenda, we, as a nation, as public and political associations of the people, cannot ignore this issue in our foreign policy. From the perspective of both human rights and national rights, the policy of ending Azerbaijan's fragmentation and ensuring its integrity must be at the forefront of all our international relations.
The region we live in is a place where the interests of many countries intersect due to its natural resources and geographical location. In this sense, in order to ensure our national security, we must know, study and take into account the interests of all states here. But before that, we need to determine what our national and vital interests are; but then we can determine, based on the superiority of our interests, whose interests coincide and whose interests collide.
In any case, our security concept and military doctrine must be based on the following:
1 - to have an army that can attack on one front and be defended on the other;
2 - to establish professional army units on the basis of high material security from our war participants;
3 - increase the number of national defense industry enterprises and achieve the export of their products;
4 - to analyze and study the work of the intelligence agencies of a number of states;
5 - achieve the establishment of a Turkic Security Zone between North and South from East to West;
6 - to organize regular round tables with security strategists of neighboring and friendly countries in Baku.
Azerbaijan must unite its economic, human and military potential, make cultural mobilization, and use our national and spiritual heritage to increase the number of people in the world who will be our friends. This process should be carried out through Azerbaijan Houses, or Karabakh Mugham Houses, which seem appropriate to establish in foreign countries. Such complexes, which include a library, a music center and a national culinary corner, will have a positive impact on world public opinion and will be useful for us in preventing attacks on our national and state security.
The Azerbaijan Rising Party will continue its activities on the basis of its Objectives and Program, taking into account one issue. The interests of the party should never be above the national interests. The common path of development of our people and state is native and valuable for each of us. Nevertheless, it is our right to preach what we know to be right, and it is our duty to correct what is wrong. Our program will be further improved, updated and optimized, taking into account the changes taking place in our country and the world. For this, we must be ready to cooperate with all the progressive people and forces of Azerbaijan.
